Health Insurance Portability and Accountability Act

The Special Collections Library, Penn State University Libraries, will comply with the Health Insurance Portability and Accountability Act (http://www.hhs.gov/ocr/privacysummary.pdf) regulations as they relate to archival and manuscript collections specifically containing personally identifiable patient information. Requests for access to potentially restricted records will be handled directly by the department head, appropriate unit head and/or designee. This procedure refers directly to medical records, photographs and/or multimedia items. For example, photographs of patients being treated at Ritenour Health Center; health information (doctor's reports, x-rays, prescriptions, etc.) about a person contained in a manuscript collection; or film/videotapes/dvds of medical procedures where the patient is clearly visible.
