Sheila Smyth provided an update on the 1999 program for ALA annual: “Acquiring Minds Want to Know: the Acquisitions Process and Collection Development of Videos and CD-ROMs.”

Martha Yee reported on the CC:DA Task Force on Rule 0.24. Information on the Task Force is available at the CC:DA Web site.

Marlyn Hackett, chair of the Standards Subcommittee, reported that they will need to submit a proposal to the ALCTS Publications Committee for a bibliography the subcommittee is developing on collection development and acquisitions resources for AV materials.

ALCTS MRC chair, Ann Caldwell, reported there are vacancies on the Producer/Distributor-Library Relations Subcommittee.

Arlene Balkansky, of the LC Motion Picture, Broadcasting and Recorded Sound Division, and Jane Johnson, Association of Moving Image Archivists, reported on the draft revision of “Archival Moving Image Materials: a Cataloging Manual.” Comments are accepted until April 9, and further information is available from the LC Cataloging Policy the Support Web site and the Association of Moving Image Archivists Web site.

At the July 1998 meetings of the MRC the committee chair, Ann Caldwell, announced the official name change of the ALCTS Audiovisual Committee to the ALCTS Media Resources Committee. The chair welcomed the new Library of Congress liaison, David Reser.

New MRC members were welcomed: Lowell Ashley, the outgoing intern, and Diane Boehr. Outgoing members, Ann Moore and Merle Slyhoff, will be staying on as consultants. The new intern is Callie McGinnis.

The Standards Subcommittee charge has been rewritten, and the subcommittee has begun a new project to prepare a list of collection development tools for audiovisual materials. The Producer/Distributor-Library Relations Subcommittee has a new definition-of-terms brochure ready for review.

General goals and guidelines for the establishment and maintenance of the committee Web site under the ALA/ALCTS structure were discussed. The committee minutes are now being posted at the ALCTS Web site.

Ann Caldwell, Diane Boehr, and Merle Slyhoff are working on a new educational outlook/strategic plan for the committee.

Sheila Smyth passed out an outline of the proposed 1999 program: Acquiring Minds Want to Know: Collection Development and the Acquisitions Process of Videos and CD-ROMs.

  1. Introductions: The Chair welcomed the committee and guests. Members and visitors introduced themselves.

  2. Minutes of the July 1997 meetings were approved as written. The 1997-98 roster of committee members, liaisons, and consultants was circulated for review.

  3. Martha Yee reported on the International Conference on the Principles and Future Development of AACR, held in Toronto, Oct. 23-25, 1997. The top three action items that came out of the conference were: to create a list of the principles of AACR2; to solicit a proposal to revise rule 0.24 to advance the discussion on the primacy of intellectual content over physical format; and to formalize the recommendations on seriality endorsed during the conference and introduce them into the rule revision process. The Joint Steering Committee for the Revision of AACR will maintain a Web site to publicize its activities and developments stemming from the Toronto conference. Ms. Yee encouraged interested parties to get started on rule revision proposals now that the conference is over and the process is opening up.

  4. Meredith Horan presented an update on the tours planned for ALA summer 1998 in Washington, D.C. There will be two tours: the National Geographic’s Image Collection, 6/26/98, 2-3 p.m. and 3-4 p.m.; and USA Today Library/Newseum, 6/26/98, 2-4 p.m.

  5. CC:DA report: Marlyn Hackett reported on the first CC:DA meeting held yesterday, Jan. 10th. Her complete report on CC:DA meetings at midwinter 1998 is available separately. In response to CC:DA’s new task force on the revision of rule 0.24, it was suggested that the Audiovisual Committee have a representative on the task force. Lowell Ashley volunteered to be recommended for service on the CC:DA task force, and Sheila Smyth suggested that a group be formed to advise the representative.

  6. Merle Slyhoff suggested that a group be formed to develop a list of collection development and acquisitions resources. Her idea met with general approval, and she called for volunteers to work with her on the project. A question arose about the necessity for keeping the document up to date if it materializes as a WWW publication.

  1. Introductions: The Chair welcomed the committee and guests. Members and guests introduced themselves.

  2. Ann Caldwell reported that the ALCTS Organization and Bylaws Committee on Saturday morning had supported the proposal to change the name of the Audiovisual Committee to Media Resources Committee with some changes in the charge. The proposal will go before the ALCTS Board today for final approval.

  3. Updates from previously submitted liaison reports

    NLM: Alice Jacobs reported that the National Library of Medicine had decided to catalog databases as serials. These records will not be contributed through the CONSER program. A policy statement is to be added to the NLM Web site.

    AMIA: Paula Moehle will be replacing Martha Yee as the liaison to the Association of Moving Image Archivists.

    MLA: There was no update to the report from the Music Library Association liaison.

    OLAC: Brad Eden reported on the forthcoming Online Audiovisual Catalogers, Inc. conference scheduled for Nov. 4-7, 1998, at the Radisson Plaza Hotel in Charlotte, N.C.: AV Materials: From the Library’s Orphan Child to Cinderella.

    OCLC: Eric Childress reported on developments at OCLC. A new edition of Cataloging Internet Resources: a Manual and Practical Guide, edited by Nancy Olson is available online and in hard copy from OCLC. Five OCLC software products (Passport for Windows, CatME for Windows, the Cataloging Label Program, CJK software, and ILL ME for Windows) are being bundled into a single CD-ROM product called the OCLC Access Suite. Users who maintain an annual subscription to this product will receive new versions of this software as they are released. The full text of the Update from OCLC was distributed.

  4. Other Reports

    PDLR Subcommittee: Merle Slyhoff, Chair of the Producer/Distributor-Library Relations Subcommittee, reported that they are working on updating brochures. They are planning some new “definitional” brochures that will avoid library jargon.

    Standards Subcommittee: Marlyn Hackett, Chair of the ALCTS/AV Standards Subcommittee, reported that the subcommittee’s report, “Draft American national standard for information on packaging, labeling and marketing of user mounted multimedia electronic resources,” was distributed to new members of the subcommittee and will be distributed to the entire AV Committee at ALA annual, summer 1998. Martha Yee’s paper, “What is a Work?” delivered at the Toronto AACR conference Oct. 1997, will be the subject of comments by the subcommittee. The subcommittee is reviewing its charge.

    CFDG: Ann Caldwell reported that the Computer Files Discussion Group had held an open discussion about providing access for electronic material.

    MARBI: Donna Cranmer reported on the MARBI meetings. Her complete report is available separately.

    VRT: There was no report on the Video Round Table.

    DRC: Lowell Ashley reported on the Digital Resources Committee meetings held on Friday and Saturday. The report is available separately.

    CC:DA: Marlyn Hackett continued her report on the CC:DA meetings. Her full report is available separately.

  5. Merle Slyhoff reported on the ALCTS Organization and Bylaws Committee meeting she had just attended. The name change was fully supported by O & B who will now take it before the ALCTS Executive Board for final approval. Subcommittees do not have to go through ALCTS O & B for approval of their name changes.

  6. Sheila Smyth reported on the program proposal for 1999. The title is: “Acquiring Minds Want to Know.” It will deal with the acquisition and processing of videorecordings, how to find out about what is available, decision making, and licensing.

  7. Mark Scharff suggested a possible program about reformatting and maintaining access to obsolete formats.

  8. Ann Caldwell noted that the committee presently does not have a Library of Congress liaison. Linda Stubbs, Asst. Chief of the Special Materials Cataloging Division, is interested in having a representative to the committee.

  9. Lowell Ashley and Susan Bailey are working on the files for the committee’s Web site. Decisions need to be made about the extent of retrospective minutes to be posted, how much information to include on the rosters, and links to other sites. We will need to develop a policy for the submission of Web documents to be included in the site. A statement of the purpose and scope of the site would be useful.

  10. Ann Caldwell reminded the members that the deadline for comments on ANSI/NISO Z39.71-199x, Holdings Statements for Bibliographic Items, is January 20th.

  11. A general discussion was held on future directions for the committee. Merle Slyhoff suggested developing a bibliography/guide to acquisitions research for audiovisual materials. A proposal to formulate a strategic plan for the committee was mentioned.
