The Test Bill   (1675 April)

Description:   Although the Test Bill is not to be found in the records of the House of Lords, two copies have survived. The Bill was presented in the House of Lords on 15 April 1675.

Add. MS. 41,656, ff. 79-80, is a single sheeet folded once to four four pages, 313 × 209 mm; it is headed “An Act to prevent the Dangers which may arise from Persons disaffected to the Governm^t” and endorsed “Copy An act to prevent Dangers which may arise from persons ill affected to the Governm^t.” It is preserved among the Townshend papers, written in a neat seventeenth-century hand, with corrections in the same hand

Reasons against the Bill for the Test   (1675 May)

Description:   A manuscript paper, written for the Earl of Shaftesbury and based on his speeches in the House of Lords in May 1675 during the debates over Danby’s Test Bill. At least six manuscript copies survive. The paper was incorporated, with minor revisons, in A letter from a Person of Quality (1675).

MS. Rawl. A 191, ff. 3-4, is a single sheet, folded once to form four pages, 303 × 186 mm; it is headed “Reasons against the Bill for y^e Test” and endorsed “May 1675 Reasons against the Test at present under debate in the House of Lords.”

MS. Rawl. D 924, ff. 297-300, occupies pp. 1-7 of a quarto booklet (237 × 172 mm) containing speeches and other political material; it is headed “Reasons Ag^st the Test” and titled “Reasons Ag^st y^e oath of The Bill Intituled an act to prevent Dangers which May arise from persons ill affected to the Government”; it is followed by copies of the original and amended oath. The copy was probably made before mid-November 1675.

PRO 30/24//294 is a folio quire of eight leaves, 325 × 212 mm. The paper occupies pp. 1-10 and is titled “Reasons against the Bill for the Test by the Earl of Shaftsbury. 1675”; it is followed by a copy of the oath and Shaftesbury’s letter to the Earl of Carlisle.

Manuscript copies of A Letter from a Person of Quality   (1675 November)

Description:   Two manuscript copies of A Letter from a Person of Quality survive:

Egerton. MS. 3383, ff. 59-68, was written, probably in November 1675 and probably for the Earl of Danby, in a booklet that also contains copies of Shaftesbury’s speech of October 20. The booklet (ff. 58-73) is made up of a quire which originally contained 16 leaves, but the last two are cut out, around which is wrapped another sheet, the first leaf of which bears the note “For Sir Oliver S^t George, Janr. 2^d 1676/7.” The leaves measure 297 × 193 mm.

Add. MS. 74,273 is a manuscript of uncertainn provenance, acquired by the Library in 1999. It consists of 12 folded sheets, not quired, 195 × 152 mm, pages 1-47, 48, endorsed “Letter from a person of Quality to his friend in the Country.”

Of the 4 constitutions   (1675)

Location:   Bodleian Library, MS. Locke c. 19, ff. 170-176.

Description:   Papers containing notes in the hand of Dr. Thomas Sydenham and probably written by him. The title “Of the 4 constitutions” appears at the top of the first page; this title may only apply to the first leaf. Locke endorsed it “Medica 75 Sydenham” (f. 171^v). The manuscript consists of three folded sheets (ff. 170-173, 175-176) and a single sheet (f. 174); ff. 170-174 measure approximately 290 × 187 mm; ff. 175-176 measure 303 × 206 mm. The papers are currently mounted with Sydenham’s letters to Locke. A reproduction of f. 170 appears in publication #2 below, opposite p. 140.

Philanthropoy or The Christian Philosopher’s   (1675)

Location:   Bodleian Library, MS. Locke c. 27, f. 30^c.

Description:   A single sheet, endorsed by Locke “Philanthropy 75” but not in his hand. The title “Philanthropoy or The Christian Philosopher’s” appears at the top. The authorship is uncertain, but several scholars have treated Locke as the author. See also the later notes headed “Philanthropoy” (1679)

Queries Popery 75   (1675)

Location:   Bodleian Library, MS. Locke c. 27, f. 32-33.

Description:   A set of queries on the infallibility of the Roman Catholic Church; not in Locke’s hand, but endorsed by him “Queries Popery 75.” The title “Queries” appears at the top. Goldie gives it the title “Catholic infallibility.” The authorship is uncertain.
On a single sheet, folded to form four pages, 299 × 187 mm.; f. 33^v is blank, except for the endorsement.

Shaftesbury’s speech in the House of Lords against the Bill for the Test   (1675)

Description:   A manuscript copy by an unidentified scribe of a speech by Anthony Ashley Cooper, first Earl of Shaftesbury, in the House of Lords, with the title “1675 The Earle of Shaftesbury’s Speech in the H. of L. against the Text.” The speech was incorporated, with minor revisons, in A letter from a Person of Quality (1675).

Toleration   [c. 1675]

Description:   Two notes in Locke’s hand; the first is untitled, the second has the marginal caption “Toleration.” Intended as an addition to the “Essay on toleration.” Goldie calls this “Toleration A” to distinguish it from other pieces on this subject.
